with members between the ages of 12 and 23 years of age, to be responsible for
advising the City Council and the Mayor regarding issues affecting children and youth in
order to ensure that children and youth have a voice regarding policies and decisions
affecting them?BALLOT QUESTION #4

Commission may extend for up to 45 days the time period within which it must provide a

development plan, land subdivision, or authorizing the purchase or sale of real estate?BALLOT QUESTION #6
Bill No. 060699: Creating an independent Zoning Code Commission
Shall the Philadelphia Home Rule Charter be amended to provide for the creation,
appointment, powers and duties of an independent Zoning Code Commission which
would recommend amendments to the Philadelphia Zoning Code to make the Code

redeploy American troops out of harms way in Iraq during 2007
Shall the Philadelphia Home Rule Charter be amended to state the citizens’
views regarding the mission served by U.S. troops in Iraq and that the citizens of

Should the City of Philadelphia borrow $129,695,000 for and toward: Transit; Streets
and Sanitation; Municipal Buildings; Parks; Recreation and Museums and; Economic
and Community Development?BALLOT QUESTION #9
Bill No. 060576-A: Urging the Board of Revision of Taxes to Retain the
current Percentage-based method of real estate valuation instead of
moving to a Full Valuation reassessment system.
Shall the Philadelphia Home Rule Charter be amended to add a provision stating that
the citizens of Philadelphia urge the stopping of real estate tax assessment increases
which would result from the Philadelphia Board of Revision of Taxes’ use of a new
method of figuring tax assessments called “Full Valuation”?
Committee of Seventy strongly supports questions 2, 4, and 5. Seventy supports question 6.
3. Seventy takes no position on Charter Change Questions 3, 7 and 9 because
they do not pertain to its mission. We also note our view that these ballot
questions are not appropriate for a Charter amendment.4. Seventy also takes no position on City Bond Question 8 because it does not
pertain to its mission.
Ben Waxmen strongly supports #3. I think I oppose 7 & 9. I have no idea on 8.
Any reason to vote against 2, 3, 4, 5, or 6? Any opinions on 7, 8, or 9?

Question #1 is on PhillysBallotBox.org
The Supreme Court did strike Question #1 (through a temporary injunction) so voters will see a large "Removed By Court Order" sticker on the ballot in the polling station. However we are returning the right to vote through a citizens' ballot, www.PhillysBallotBox.org. The Court's action will not stop citizens from having a say on casinos being located in residential neighborhoods in Philly. Please spread the word so that voters know how to cast their ballot on election day on Question #1. Thanks
I am curious if this
I am curious if this accomplishes anything.
How many people that are for the casinos do you think will spend their time to vote on this? Overwhelmingly the votes you will get will be against the casinos. Say 50,000 people say no to casinos. What does that really mean if legitimate voter turnout is 400K+? It neither validates nor invalidates your position.
The people for casinos already have them. They gain nothing by wasting their time on the faux vote, so most likely won't participate.
So, if you get 50,000 votes against, the logical argument is, you have 350,000 more people that didn't vote against.

----
I support Michael Nutter for Mayor. My slate.
#2: Against. There are too
#2: Against. There are too many pros and cons on both sides. In such a situation, I believe it is better to not change the law. Such things should be changed only if you are sure it is an overwhelming benefit because if not, it is hard to restore to previous status.
#3: Under the current recommendation of a $250K a year budget, I am adamantly against this. Also not sure why this needs to be a ballot measure. Would appreciate if someone could clarify. You'd think the mayor would be able to just say "I want a bunch of kids getitng together once a month".
#4: I understand why people want this and agree having qualified people on the board is good, but I think it is another example of trying to legislate to cover lack of voter interest. If we are all really pissed about who is being appointed, we can take it out on the councilmembers and mayor for bad appointments. Ideally the question is: "if the current people aren't qualified, why are they there?"
#5: Going to defer and hope someone can get into more detail about this. Is the current time limit a problem?
#6: What would make it "independent"?
#7: No. The Charter isn't a marker board. Council can vote on writing a letter to the President and Washington Post.
#8: No. For the love of god, stop borrowing money.
#9: No. The property tax system needs to be modernized and simplified.
