How the People’s Business is Conducted

From the Governor’s budget address on February 8th of this year.

“Second, the minimum wage must be increased in Pennsylvania and it must be increased now. The economic support for an increase is undeniable. The public will and demand for an increase is overwhelming. And the political willingness for an increase is bi-partisan. I ask you to also pass this month a minimum wage increase to $7.15 an hour effective January 2007 to show our support for the 423,000 hard working people who are struggling to make ends meet in our great Commonwealth.”

And from today’s Patriot News on whether the Senate will follow up yesterdays vote in the House to raise the minimum wage:

“Erik Arneson, a spokesman for Senate Majority Leader David "Chip" Brightbill, R Lebanon, said the Senate is unlikely to vote before January, "which is what the governor very specifically asked for in his budget address."

Very specifically, the bill that passed in the House raises the minimum wage this July to $6.25 and then again to $7.15 in July 2007.

Also of note from the bill:

“SECTION 13.1. PREEMPTION.--THE REGULATION OF MINIMUM WAGES UNDER THIS ACT IS A MATTER OF EXCLUSIVE STATE CONTROL. MINIMUM WAGES MAY NOT BE REGULATED BY ANY ORDINANCE, HOME RULE CHARTER PROVISION, RESOLUTION, CONTRACT, RULE OR REGULATION OF A POLITICAL SUBDIVISION….THE ADDITION OF SECTION 13.1 OF THE ACT SHALL NOT INVALIDATE ANY ORDINANCE, CHARTER PROVISION, RESOLUTION, RULE OR REGULATION IN EFFECT ON THE EFFECTIVE DATE OF THIS SECTION.”

So if you have a living wage ordinance you can keep it but if you don’t you can’t have it.
